Teams will be penalized if they miss a race but if they miss three, everything will then be just fine. FIA should clarify however what would happen if a team missed 2 races or 4 for example. Missing 2 races could earn a double penalty [2x1] OR a negative penalty which is really an inducement of sorts [3-1]. Why the confusion?
